What is a public private partnership (PPP) project?
A Public-Private Partnership (PPP) or (P3) is a contract involving the public sector and the private sector to deliver the construction or operation of an infrastructure project, which would be otherwise traditionally provided by the public sector.
The public party may represent a local, state and/or national government body. The private party can be a privately-owned business, public corporation or a consortium of companies.
The PPP concept may be used for anything from a simple, short-term management contract -- with or without private investment -- to a long-term contract (usually over 10 years) that includes funding, planning, construction, operation, maintenance .
Advantages of PPP projects
A few of the advantages of PPP projects are presented below:
- Access to private sector finance
- Efficiency advantages from using private sector skills and from transferring risk to the private sector
- Increased transparency
- Reducing the full life-cycle costs (ie, construction costs and operating costs)
- Supplementing limited public sector capacities and building infrastructure that wouldn't be built in other scenarios of budgetary restrictions.
- Speedy delivery of infrastructure projects involving the private sector from the planning stage
During the last two decades, PPP have become increasingly popular and developed and emerging countries and govenrments and developments institutions are pushing forward with involving the private sector in more and more infrastructure projects.
