New project in Brazil for Aninver on Carbon Pricing

In this World Bank Group funded assignment, Aninver will support Ministry of Finance staff in Brasilia in the implementation of Brazil´s Market Readiness Proposal (MRP). The specific purpose of the contract is to assist the General Coordination of Environment and Climate Change (COMAC) of the Ministry of Finance’s Economic Policy Secretariat (SPE) to implement Component 2b of the Brazil MRP, specifically as regards conducting the Regulatory Impact Analysis of the adoption of carbon pricing instruments as part of the package of instruments for implementing Brazil´s climate policy. For this project, Aninver will partner with the Brazilian firm LHS Economistas Asociados. The contract value is USD 274,200

Brazil aims l to evaluate the adoption of emission pricing instruments in Brazil after 2020 is to seek ways to reduce GHG emissions cost-effectively, minimizing the need to allocate new government expenditure on achieving Brazil´s climate policy goals, including NDC targets, during a period of fiscal restraint. The eventual adoption of an emissions pricing instrument(s) would in effect complement the adoption of other market and non-market instruments that could be considered.

The specific purpose of this consultancy is to implement all the steps of a the Regulatory Impact Assessment (RIA), taking into account the results and key elements emerging from the work on other components of the Project. The RIA (Component 2b) will consolidate the results on the qualitative and quantitative impacts detected in the other three components in the Brazil PMR Project.
